United Nations Council Endorses the US Gaza Peace Plan
The global body has approved a plan presented by President Trump for establishing a durable ceasefire in Gaza, encompassing the introduction of an international stabilisation force and a potential avenue to a Palestinian statehood.
Widespread Approval with Key Abstentions
This measure was approved by a count of thirteen in favor, with both China and Russia choosing not to vote. The US envoy Mike Waltz addressed the UN assembly that it mapped “a different path in the Middle East for both sides and all the inhabitants of the region alike”.
Negotiated Language on Sovereignty
Incorporation of allusions to an sovereign Palestinian state was the price the America paid for backing from the Arab states, who are anticipated to provide security forces for the global force.
“Provisional steps that we embark on today must be carried out in accordance with international law and honoring Palestinian sovereignty,” James Kariuki affirmed.
Netanyahu's Opposition Remains
Nevertheless, on the verge of the resolution approval, Israeli prime minister Benjamin Netanyahu restated his government’s strong objection to the creation of a sovereign Palestine, creating uncertainty on whether the Israeli government will allow the execution of the Council-backed plan.
Central Components of the Measure
- Prompt removal of existing limitations on humanitarian aid into the territory
- Formation of an international stabilisation force
- Steps toward restoration and a possible “route to Palestinian self-determination and nationhood”
Vague Phrasing and Stipulations
The mention to independence was a negotiated inclusion to an initial US draft which omitted it. But the wording is vague and dependent, stating only that once the PA has reformed itself and the restoration of Gaza is under way, “the conditions may eventually be in place for a feasible course to Palestinian independence and nationhood.”
International Feedback
The language did not meet of the strong guarantee to the establishment of a Palestinian state next to Israel desired by Arab countries, as well as European delegates, but in statements to the council after the approval, representatives from those nations said they were ready to support the compromise in the benefit of continuing the ongoing cessation of hostilities and swift steps to feed and protect the over two million Palestinian residents in the strip.
“Algeria has eventually decided to vote in favour of this resolution, a text that we support its core objective, namely the preservation of the cessation of hostilities and the establishment of situations allowing the Palestinian people to assert their fundamental rights to sovereignty and sovereignty,” the Algerian envoy stated.
Implementation Challenges
The proposal provides comprehensive monitoring control to a “stabilisation committee” chaired by Trump, but of uncertain membership. The group has to report to the UN but it is not required to follow the preferences of the global organization or by the Palestinian leadership.
Furthermore, it demands the creation of a specialized Palestinian group that is supposed to run routine management of the Gaza and the delivery of services, but it is quite ambiguous who would participate.
Stabilisation Team Authority
The authority of the global force empowers it to disarm and dismantle armed groups in the territory, but it is quite ambiguous that potential participating nations would be willing to engage such factions. Not a single nation has so far committed itself to dispatching troops.
Moreover the requirements for changes to the PA, the prerequisite towards steps to Palestinian statehood, have been hazy.
European officials said they viewed it as pressing that the names of the expert panel to provide utilities was determined as quickly as possible.
